During the official visit of the President of the Republic of Kazakhstan N. A. Nazarbayev to China 15-19 April 2009, Premier of the state Council of China Wen Jiabao was invited free of charge to supply Kazakhstan with an experimental batch of solar panels and wind turbines.
For the implementation of these agreements, the responsible authority on the Chinese side was determined to be the Department for foreign assistance of the Ministry of Commerce of the people's Republic of China. JSC "Samruk-Energo"was identified as the operator for the implementation of this project from the Kazakh side. As part of the agreements, Samruk-Energo JSC held negotiations with representatives of the DMK of the people's Republic of China as part of the Hydrochina Zhongnan Engineering Corporation design Institute from 22.04.2010 to 27.04.2010 in Almaty, where Samruk-Energo JSC proposed two pilot projects for implementation:
- Construction of a solar power plant with a capacity of 1 MW in the "information technology Park" in the village of Alatau in Almaty;
- Construction of a 5 MW wind farm in the Sheleksky corridor.
- Approximate terms of implementation of these projects until 2017.
